Foreign driving licence

Estonia recognises driving licences issued in the following states:

Member States of the European Economic Area and the Swiss Confederation

 

A driving licence is valid until the end of the period of validity stated on the licence.

  • An Estonian driving licence can be applied for by a person who lives in Estonia for at least 185 days during the calendar year or who can prove that they have studied in Estonia for at least six months and whose right to drive has not been suspended, withdrawn or revoked in the state that issued the driving licence or Estonia.  Permanent residence is proven by the data of the population register. The person is required to prove that they permanently reside in Estonia.
  • As a rule, the driving licence is replaced with an equivalent Estonian driving licence without tests, but to replace a driving licence which expired more than five years previously, both theory and practical driving tests must be passed.
  • If the driving licence is lost, stolen or damaged, an enquiry will be made with the authority that issued the driving licence, and the Estonian driving licence will be issued after the data of the driving licence and the right to drive are confirmed.
  • The service bureau also has the right to make such an enquiry in other cases.
  • The replaced driving licence must be surrendered to a service bureau.
  • A driving licence which is issued without the holder taking a practical driving test in the state that issued the driving licence is not valid in Estonia and cannot be replaced.

To replace a driving licence, the service bureau must be provided with the following documents:

  • An identity document.

  • And a valid medical certificate of the driver of a power-driven vehicle. It is not necessary to present a medical certificate if the certificate data in the motor registry are valid and the state of health of the driver has not changed or if the issuer of the medical certificate has transmitted the data electronically. A medical certificate is issued by a family doctor, occupational health doctor or traffic medicine committee.

  • An electronic photo taken in the office or a document photo with a min. size of 35 x 45 mm and an electronic signature given in the office. An electronic signature is given upon the formalisation of the application for the driving licence. The service bureau may also use the photo and signature available in the database of identity documents. The photo must not be more than five years old.

  • The foreign driving licence to be replaced.

  • state fee must be paid for the issuing of the Estonian driving licence (and for any tests that must be passed for replacement).

 

 

Contracting states of the 1968 Vienna Convention on Road Traffic

 

The driving licence is valid in Estonia for 12 months starting from the time its holder takes up permanent residence of Estonia. Permanent residence is proven by the data of the population register.

The entries of a driving licence must be made in the Latin alphabet or transliterated into the Latin alphabet. The driving licence must indicate the symbol and description of the category of the power-driven vehicle, road train or machine train that the person has the right to drive. A driving licence that does not comply with these requirements is valid only along with an international driving permit or a translation certified by a notary, provided that the driving licence indicates the symbol and description of the category of the power-driven vehicle, road train or machine train that the person has the right to drive.

A foreign driving licence is invalid if it has been issued to a person who permanently resided in Estonia at the time of obtaining the licence. The driving licence can be replaced with an Estonian driving licence after passing the traffic theory test and the driving test required for obtaining the right to drive.

  • An Estonian driving licence can be applied for by a person who lives in Estonia for at least 185 days during the calendar year or who can prove that they have studied in Estonia for at least six months and whose right to drive has not been suspended, withdrawn or revoked in the state that issued the driving licence or Estonia.  Permanent residence is proven by the data of the population register.   • If the driving licence is subject to restrictions due to which it is not possible to issue an equivalent Estonian driving licence, the driving licence is not replaced.

  • If the driving licence is subject to restrictions due to which it is not possible to issue an equivalent Estonian driving licence, the driving licence is not replaced.
