Tests

The purpose of the driving examination is to assess the compliance of a person’s knowledge, skills, behaviour and attitude with the qualification requirements of the driver. The aim of the Estonian Road Administration is to guarantee that the right to drive is not provided to drivers whose lack of skills could result in injuries or death.

Tests established to assess the compliance of the knowledge, skills, behaviour and attitude of an applicant for the right to drive consist of a theory test followed by a practical driving test.

Theory and driving examinations will generally be conducted in Estonian. Theory and driving examinations can be conducted in a foreign language when the Road Administration and the examinee have agreed to do so. If necessary, an impartial interpreter, who has been accepted by the Road Administration Service Bureau, can be involved (the applicant of the driving permit shall pay the relevant costs). Theory examinations for all categories of vehicles can be taken in Estonian and Russian. In English, it is only possible to take the theory examination for category A and category B.

Driver’s examinations are arranged and the test results are evaluated by the Road Administration.

Pursuant to § 191 (3) of the Traffic Act the Road Administration may use technical equipment for online monitoring and recording of the traffic theory and driving tests required for obtaining the right to drive being taken. The recordings can be used for exercising supervision and settling appeals and complaints. The recordings will be retained for at least one month, but not longer than one year.

An applicant for the right to drive is allowed to complete the tests in any service bureau of the Road Administration regardless of the place of residence of the examinee or location of the instructor.
