Applying for a regular service authorisation and approval of a timetable

The Estonian Road Administration grants regular service authorisations for the carriage of passengers by bus and coach on a domestic long-distance route and approves the timetables of domestic commercial long-distance routes.

Applying for an authorisation for a regular service

The following documents must be submitted to apply for an authorisation for a regular service:

  • an application;
  • a draft of terms of carriage or declaration;
  • a timetable draft (two copies);
  • a written opinion by each rural municipality government concerned and, in the administrative territory of the cities of Tallinn, Tartu, Narva, Kohtla-Järve and Pärnu, by each city government concerned;
  • a document certifying that the state fee has been paid;
  • a schedule for driving and resting time, if the duration of the route for which approval has been requested is more than 4.5 hours.

Principles of consideration

Principles of consideration have been developed based on the purposes of planning and managing public transport set out in subsection 10 (1) of the Public Transport Act:

  • Ensure that the supply of public transport meets demand, taking into account the social and economic feasibility of the use of resources.
  • Promote the preferential use of public transport vehicles, thereby reducing relevant costs incurred by society.

Approval of a timetable

The following documents must be submitted for the timetable to be approved:

  • an application;
  • a timetable draft (two copies);
  • a written opinion by each rural municipality government concerned and, in the administrative territory of the cities of Tallinn, Tartu, Kohtla-Järve and Pärnu, by each city government concerned;
  • a document certifying that the state fee has been paid;
  • a draft of terms of carriage or declaration;
  • a schedule for driving and resting time, if the duration of the route for which approval has been requested is more than 4.5 hours.

If a transport operator requests the revocation of its regular service authorisation, they must submit an application to the Estonian Road Administration at least 90 days before the planned cessation of the service.

The transport operator must inform all relevant county governments about the commencement of the provision of services and/or about changes in the timetable at least ten days in advance.

Revocation of a regular service authorisation

If a transport operator requests the revocation of its regular service authorisation, they must submit an application to the Estonian Road Administration at least 90 days in advance.

Amendment of the terms of carriage of an authorisation for a regular service may be applied for after a period of two years has passed from the time when the authorisation was granted or the terms were amended.

Reviewing applications

The Estonian Road Administration communicates the decision to grant or refuse the authorisation for a regular service to the applicant by post or electronically within 30 days after the submission of all necessary documents.

State fees

A state fee must be paid when applying for a regular service authorisation or changing timetables.

Admission of documents

Documents can be brought to the public transportation department of the Estonian Road Administration, located at Pärnu mnt 463a, Tallinn – first floor, office no 233.
