Moped licence automatically entered on driving licence

As of 2 June 2020, the category AM or moped licence is entered on the driving licence or provisional licence automatically without the required tests for persons who already have the right to drive a vehicle of another category.

Although the effective Traffic Act already allows people to drive a vehicle of category AM if they have the right to drive any other motor vehicle, the holders of Estonian driving licences often cannot rent a moped, because the right to drive category AM vehicles is not indicated on the driving licence.

The notation concerning the right to drive category AM vehicles will be made in the Traffic Register at the same time for everyone who already has the right to drive. You must have your driving licence replaced in order to get this notation on your document. This is not an obligation, as you have the right to drive a category AM vehicle anyway.

Who can drive a category AM vehicle?

  • Persons born before 1 January 1993 have the right to drive such vehicles without having the right to drive vehicles of any other category. However, passing the relevant training is highly recommended to ensure that the person can use the vehicle independently and safely.
  • Persons who have the right to drive motor vehicles of any other category.

The dates when the right to drive AM category vehicles was first obtained is noted on the driving licence as follows:

  • if the right to drive a motor vehicle of any category was received before 19 January 2013, then the date of initial receipt of the right to drive a category AM vehicle is 19 January 2013;
  • if the right to drive a motor vehicle of any category was received after 19 January 2013, then the date of initial receipt of the right to drive a category AM vehicle is the date when it was granted;
  • if the right to drive vehicles of several categories is noted on the driving licence, the date of initial receipt of the right to drive category AM vehicles will be date of the category that was obtained the earliest (not earlier than on 19 January 2013).
