The rate of the state fee and requisites for payment (receiver of payment, account number, statement of payment and reference number) are required for paying the state fee.

About state fees

State fees for the activities of Road Administration have been established by law. State fee rates are regulated by the State Fees Act.

  • A state fee is established for the review of a petition, appeal or application, the issue of an administrative act, the issue of a document, or for another activity performed by the body charging the state fee.
  • A payer of a state fee is a person, agency, branch of a foreign company or an association of persons in whose interests or with respect to whom an activity is performed and who, pursuant to law, is required to pay a state fee for it.
  • A body charging a state fee is a state agency who, pursuant to law, is required to perform an activity.
  • State fees payable for activities of state agencies are paid into the state budget.

The following are exempt from payment of state fees:

Students studying an agricultural profession or truck and bus driver's or car mechanic's profession in a vocational educational institution, in whose case not more than one year has passed as of the completion of a corresponding profession, are exempt from payment of a state fee for the issue and replacement of a provisional driving licence, driving licence and a professional training certificate for a power-driven vehicle of a category related to a corresponding profession, and also from payment of a state fee for passing a traffic theory and driving test for drivers of power-driven vehicles of a corresponding category on the first attempt.
