The principles of road maintenance have been established by the regulation of condition requirements. According to the regulation, a condition level has been set out for both paved roads and gravel roads.
Wintertime maintenance requirements apply in the case of road conditions characteristic to winter (snow, ice, blizzards etc.). Higher condition requirements apply to roads with higher traffic volumes, maintenance works are carried out more frequently and more thoroughly on such roads. Maintenance works are carried out less frequently and to a lesser extent on roads that have less traffic. Compliance to condition requirements is mandatory to the owners of all publicly used roads.
