Vehicles constructed on an individual basis

Vehicle

 

M1, N1, O1, O2 and L category vehicles are allowed to be constructed on an individual basis.

A vehicle constructed on an individual basis must comply with established technical requirements. The appearance of the vehicle must differ from vehicles manufactured in a factory.

Vehicles of category M1 or N1 must have a self-constructed bodywork or frame. The braking system and steering wheel must be acquired from a series-produced car. At least the following parts and devices must have EC or E type approval:

  • front windscreen;

  • safety belts;

  • tires;

  • lighting and light signalling devices;

  • rear-view mirror.

 

Brake system of a vehicle of category L must be acquired from a series-produced car. At least the following parts and devices must have EC or E type approval:

  • tires;

  • lighting and light signalling devices.

 

At least the following parts and devices of a vehicle constructed on an individual basis belonging to category O1 or O2 must have EC or E type approval:

  • coupling device;

  • tires;

  • lighting and light signalling devices.

The constructor of a vehicle on an individual basis should submit an application to the Road Administration for registering the individually constructed vehicle.

Digitally signed and freely formatted application can be submitted by sending an e-mail to info@mnt.ee or by filling out the respective form at the traffic register bureau.

The vehicle must be presented to the Road Administration or technical service appointed by the Road Administration for a roadworthiness test. Upon passing the roadworthiness test, the Road Administration will issue a single vehicle approval for the vehicle which is the basis for registering the vehicle.

Vehicles constructed on an individual basis belonging to category O1 and O2 are registered at traffic register bureaus during pre-registration inspections following first come first served policy.

A state fee shall be paid for the issue of a single vehicle approval.

A state fee for the registration and issue of a registration plate is added at registration.

 

Tractor and its trailer

 

Tractors belonging to category T1, T2 and T3 and their trailers may be constructed on an individual basis.

Vehicle constructed on an individual basis must meet all established requirements set for vehicles that travel on roads. The appearance of a vehicle constructed on an individual basis must differ from vehicles manufactured at a factory.

Braking system components, steering wheel components, lighting and light signalling devices, front windscreen, rear-view mirror, tires and coupling device of a vehicle constructed on an individual basis must be certified or acquired from a series-produced tractor.

The constructor of the vehicle should submit an application for the construction of the vehicle to the Road Administration.

A vehicle constructed on an individual basis must be presented to the Road Administration or a testing centre appointed by the Road Administration for a roadworthiness test. Upon passing the roadworthiness test, the Road Administration will issue a single tractor approval for the tractor and a type approval for the trailer.

A state fee for the registration and issue of a registration plate is added at registration.
