An authorised user (owner of the registration certificate) is a natural person with Estonian citizenship or with a permit or right of residence in Estonia or a legal person registered in Estonia who uses the vehicle or watercraft under a contract for use or a sales contract with reservation of title of ownership and has been entered in the traffic register as the authorised user of the vehicle.
In order to enter an authorised user data in the register, data of the contract for use or a sales contract with reservation of title of ownership on the basis of which the vehicle is used must be submitted in addition to other required documents.
Since being registered as an authorised user will create various obligations (e.g. obligation to pay cautionary or parking fines; see also § 72 of Traffic Act) for the person, written consent or consent of another equal electronic form of the person must be submitted for the activity. However, the requirement of consent shall not apply to credit or financial institutions (e.g. leasing companies) since they are presumed to have the consent of the authorised user.
A foreigner or other person who is not a natural person with Estonian citizenship or a natural person with a permit or right of residence in Estonia, or a legal person registered in Estonia, must register a representative who meets mentioned requirements as an authorised user. An authorised user appointed by co-owners of the vehicle shall also be entered into the register.
The authorised user has the right to apply for their removal from the register if the basis on which the person was considered an authorised user has ceased to exist (e.g. user or lease agreement has expired).
Only one authorised user can be entered in the register.
